Disadvantaged Business Enterprise (DBE) Program
Organizations participating as DBE's on construction projects, as concessionaires, as lessees, or for professional services must first be certified as such. Please complete and return the enclosed Schedule A application. In addition please provide us with copies of the information requested on the DBE checklist. By providing us with this information, we will be able to process your application efficiently.
A Disadvantaged Business Enterprise is a small business that is both owned and controlled by minorities or women. This means that minorities or women must own 51% of the business, and control the management and daily operations of the business. Minorities include Women, Blacks, Hispanics, Asian Americans, American Indians, Alaskan Natives, and members of other groups or other individuals who the Small Business Administration (SBA) has determined are economically and socially disadvantaged under Section 8 (a) of the Small Business Act. Also, in determining whether a business is a small business concern, recipients should apply the standards established by the Small Business Administration in 13 CFR Part 121.3-8. In general, this means that the concern must not exceed the number of employees or dollars of revenue specified for its standard industrial classification.
The Airport Authority will review the Schedule A and other information submitted as justification of DBE status, and certify as a DBE only those firms who meet the screening requirements. Unless certified, a firm is not a DBE within the meaning of this DBE program.
